- On copyright in the electronic environment: The Cleveland Public
Library has decided to let contract law govern its relationships
with vendors, not fair use. Even a relatively well-supported library,
such as Cleveland, cannot afford litigation.
- Staff training engenders a positive attitude toward change. When
people understand the new technologies and the reasons for change,
they can embrace the change and become empowered by the technology.
- Public agencies tend to be risk-averse. One way to overcome that
would be to take small steps toward change, then measure the effect.
- Band together. Use consortia to acquire more resources and get
more mileage out of people.
