CLIR Seeks Program Evaluator or Evaluation Team for Recordings at Risk regranting program.

The Council on Library and Information Resources seeks proposals from research and assessment professionals or small teams with experience in conducting program evaluations in the nonprofit and/or higher-education sectors to evaluate the current implementation of the Recordings at Risk regranting program in 2023-24 and to produce a report for publication in 2025.

This assessment project is part of the recent renewal of Recordings at Risk, a program funded through the generous support of the Mellon Foundation. Begun in 2016, Recordings at Risk has awarded more than $4.5 million over nine grant cycles. The renewal will extend the program through three additional cycles.

The selected evaluator or team will 

  • Critique the program’s history of award-making and current implementation, looking at the program’s language and guidelines and their interpretation, applicant-support services, and reviewer-engagement practices;
  • Identify gaps in services and unmet needs affecting the capacity of collecting organizations to undertake successful audio and audiovisual reformatting projects; and
  • Develop recommendations for potential future projects and programs, particularly those that would increase the capacity to manage audio and audiovisual materials outside large institutional libraries or archives that may lack significant experience in grant seeking.

Interested professionals should contact Christa Williford, senior director of research and assessment, at hiddencollections@clir.org, for instructions on how to prepare a proposal for consideration. Review of proposals will begin on June 5, 2023, and continue until a researcher or team is selected. We welcome candidates who can bring diverse professional and life experiences to the project, including those from underrepresented racial, ethnic, or religious backgrounds, immigrants, veterans, people with disabilities, and those with any sexual orientation or gender identity.
